What does “bell-to-bell” ban mean?
The “bell-to-bell” part of the New York State mandate refers to the timing of when students cannot use internet-enabled devices. From the bell to begin the school day, to the bell for dismissal, students may not use their cellphones.
This means that students can use their phones for after-school activities, before a sports practice, or any other time outside of the school day when they may be on school grounds.
What about smartwatches and other devices that are not cellphones?
The legislation makes clear that students may not use “internet-enabled devices.” This includes “any smartphone, tablet, smartwatch or other device capable of connecting to the internet and enabling the user to access content on the internet.”
Can students use internet-enabled devices for educational purposes?
Yes, “educational purposes” are listed as exceptions for when a student can use a device. Teachers may administer Chromebooks for students to use during classes. In the event a teacher permits students to use their devices for an educational reason, the device must be stowed away following the activity.
Other exceptions include:
- Where necessary to manage a student’s healthcare (e.g., diabetes, asthma, medication, etc.);
- For translation services
- For students who are routinely responsible for the care and wellbeing of a family member (on a case-by-case basis, upon review and determination by a school psychologist, school social worker, or school counselor).
Who should I contact if my child qualifies for one of the above mentioned exceptions?
Requests for an exception to be made should be addressed to your child’s building principal. For healthcare exceptions, parents/guardians must include documentation from an appropriate healthcare professional.
How can I contact my child during the school day? How can they contact me?
Parents/guardians may contact their child during the day by calling the main office of the school. Students may contact their family/caretakers from school by using the phone inside their classroom at an appropriate time during the school day.
What happens if a student forgets to put their phone away before the school day?
If a student forgets to put their phone away, they will be reminded of the policy. If a student repeatedly refuses to be compliant with the policy, disciplinary actions will take place in accordance with the full policy (see “Enforcement, Consequences and Reporting”).
