Board Meeting Minutes for March 23, 2020

The regular meeting of the Members of the Board of Education of the Goshen Central School District, Orange County, New York, was held in the Board of Education Room at the Main Street School on Monday, March 23, 2020.

President Jason Pucci called the regular meeting to order at 5:18 p.m.

Mr. Pucci led the Pledge of Allegiance followed by a moment of silence remembering the families of John Holland (school bus monitor) and Hilda Ellis (former teacher aide at C.J. Hooker Middle School) on their recent passing.

On a motion by Thomas Mullane and seconded by Judy Green, upon the recommendation of the Superintendent, the Board of Education approves the draft of the minutes for the regular meeting of March 2, 2020 and special meeting of March 11, 2020.

On a motion by Judy Green and seconded by Jeremy Cassel, upon the recommendation of the Superintendent of Schools, the Board of Education approves the Consent Agenda as presented.

Accept resignation:  Regina Torino, food service helper, effective February 26, 2020.

Accept resignation:  Dawn Weinstein, teacher aide, effective March 4, 2020 to accept a probationary clerk position at Goshen High School.

Approve extension of intermittent medical leave of absence: Employee No. 031620-A, is requesting an extension of their intermittent medical leave of absence under the Family Medical Leave Act, if eligible, effective March 3, 2020 through on or about March 31, 2020.

Approve childcare leave of absence: Employee No. 031620-B, is requesting a September 1, 2020 through on or about December 18, 2020.

Approve medical leave of absence: Employee No. 031620-C, is requesting a medical leave of absence under the Family Medical Leave Act, if eligible, effective March 4, 2020 through on or about March 19, 2020.

Approve appointment: Dawn Weinstein, clerk (probationary), at a salary of $44,456, prorated (Step H of the CSEA salary schedule), effective March 4, 2020. In accordance with Civil Service Rules, this appointment is a probationary appointment, in effect for 52 weeks, effective March 4, 2020. Ms. Weinstein is replacing Sharlene Bischof.

Approve appointment:  Laura MacGinitie, Science Olympiad advisor Co-Advisor under Schedule B – A.4 at Goshen High School at a stipend of $1,032.50, effective for the 2019/2020 school year.

Approve appointment:  Roseanne Lesser, Science Olympiad advisor Co-Advisor under Schedule B – A.4 at Goshen High School at a stipend of $1,032.50, effective for the 2019/2020 school year.

Approve appointment: Regina Torino, substitute food service helper, at a salary of $11.80/hr., for 3 hours per day, as needed, not to exceed 29 hours per week for all assignments, effective February 26, 2020.  She was a food service helper with the District.

Approve appointment: Norine Ortiz, translator, at a salary of $20.08/hour, as needed, effective March 17, 2020.

On a motion by Thomas Mullane and seconded by Martha Bogart, upon the recommendation of the Superintendent of Schools, the Board of Education approves the following budgetary transfers:

On a motion by Thomas Mullane and seconded by Allison Salte,

WHEREAS, on March 7, 2020, the Governor of New York State has declared a state of emergency due to the outbreak of novel Coronavirus (COVID-19); and

WHEREAS, in the interest of the health and safety of those in our schools and the school community, the purchase of necessary supplies and services to combat the spread of COVID-19 is required, as the virus’ spread is imminent;

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education hereby authorizes or ratifies the actions of the Superintendent of Schools or his/her administrative designee to make purchases of goods and services necessary to maintain heightened sanitary conditions in our schools and facilities, and/or to mitigate against the spread of the COVID-19 virus, thereby dispensing with bid law requirements and purchasing procedures that would otherwise be applicable under General Municipal Law §103 and §104-b, based upon these emergency circumstances.

On a motion by Allison Salte and seconded by Jeremy Cassel, upon the recommendation of the Superintendent of Schools, the Board of Education approves the following resolution to place propositions on the ballot at the annual vote and election:

Bus Proposition

RESOLVED, that the Board of Education of Goshen Central School District, Orange County, New York is hereby authorized to purchase four (4) 66 passenger school buses, at a maximum estimated cost of $111,250 each; three (3) 30-passenger school buses, at a maximum estimated cost of $55,333 each; and one (1) wheelchair accessible bus, at a maximum estimated cost of $70,000 for an aggregate maximum cost of $680,999; and that the sum of $680,999 or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in installments; and in anticipation of such tax, obligations of said School District shall be issued.

On a motion by Jeremy Cassel and seconded by Thomas Mullane, that the Board of Education of the Goshen Central School District, hereby authorizes and directs the District Clerk to give notice to the qualified voters of the School District of the Annual Public Hearing on the Budget and Annual Meeting, School District Election and Vote.

On a motion by Judy Green and seconded by Thomas Mullane, that the Board of Education approves the terms of a Supplemental Memorandum of Agreement between the District and the CSEA dated March 23, 2020, regarding the continuation of salary for CSEA Collective Bargaining Unit Members, as presented to the Board at this meeting. A copy of said Agreement shall be incorporated by reference within the minutes of this meeting.

On a motion by Allison Salte and seconded by Martha Bogart, , upon the recommendation of the Superintendent of Schools, the Board of Education acknowledges receipt of the Public School Fire Safety Reports as presented on March 18, 2020.  (It is noted that any non-conformances that were indicated at the time of inspection were corrected and new Certificates of Occupancy have been issued.  Additionally, it is noted that legal notice will be published at least once in newspapers of record and that the fire departments with jurisdiction covering school facilities have also been notified and given access to inspection reports).

Board Member Issues

Item(s) discussed included:

1.      Everyone is doing a great job during this unprecedented time under state school closures due to the COVID-19 pandemic. Central Office has been communicating information to the community and keeping the business of the district running.

2.      The next scheduled Board of Education meeting date is April 14, 2020, the same day schools are going to be open again. It was suggested to have another meeting before schools come back in session.

3.       Some community members were wondering about a number of issues:

a. What would happen to students who are failing classes at the time of the school closings and how it relates their promotion for the next school year? Would there be summer school opportunities?

b. It has been reported by some families on social media that they have family members infected with the Coronavirus. Does the school district need to communicate that with the community? Mr. Connor reported that he has received no information from the county health department of anyone associated with the district (student or faculty/staff) who have tested positive and was an exposure potential to the district. If we receive information of an exposure potential we would alert the school district community. Mr. Connor has followed up with some people who have been reportedly self-quarantining because they have been a “contact of a contact”.

c. If the schools continue to be closed, how is it going to work out for pay of workers? How would they be held accountable? It was noted that teachers are working much harder now than in the classroom since they are communicating with students in small groups as well as  one-on-one at all hours of the day, even into the late evening. Mr. Connor noted Goshen educators continue to work diligently to create enrichment-learning materials and resources for students so that they may practice skills, review content and explore topics during the extended school closure.

d. Would there be an alternate graduation day? It is as much a milestone event for families as it is for the graduate.

e. How would scholarships be handled now?

Mr. Connor stated that he simply do not know the answer to many of these questions. At this time, our students are scheduled to return to school on Tuesday, April 14, after the conclusion of spring recess; however, as with all things related to the COVID-19 public health crisis, this can change at any moment. We are waiting for guidance from the Governor, who will ultimately decide when it is safe for all New York state students to return to school. We are taking things day by day as guidelines are evolving constantly. Our legal firm will also guide us on many of these issues.

4.      Status of food distribution:

a. Last week Monday through Friday, we served 80 to 135 meals on a given day.

b. Beginning today, March 23, in a greater attempt to practice social distancing, breakfast and lunch distributions will be reduced to three days per week for Goshen families – Mondays, Wednesdays and Fridays. Families will still receive five days’ worth of meals during these distribution days.
