Board Meeting Minutes for January 7, 2019

A regular meeting of the Members of the Board of Education of the Goshen Central School District, Orange County, New York, was held in the Board of Education Room at the Main Street School on Monday, January 7, 2019.

The regular meeting was called to order by President, Mr. Jason Pucci at 6:32 p.m.

At 6:33 p.m., on a motion by Judy Green and seconded by Thomas Mullane, the Board entered Executive Session, with the intent to return, for the purpose of employment history of particular persons and review of legal issue.

At 7:29 p.m., on a motion by Jeremy Cassel and seconded by Martha Bogart, the Board closed the Executive Session to reconvene the regular meeting.

At 7:30 p.m., Mr. Pucci led the Pledge of Allegiance followed by a moment of silent meditation remembering the families of Dolores Price, 32-year retired secretary & teacher aide at CJH, and William Tulley, father of Kathleen Higgins (CJH) and father-in-law of Leigh Ann Tully (SAS), both of whom passed away this past week.

On a motion by Allison Salte and seconded by Thomas Mullane, upon the recommendation of the Superintendent, the Board of Education approves the draft of the minutes for the meeting of December 17, 2018.

The Treasurer’s Report for October 2018 was acknowledged under Financial Update.

The board received the following correspondence: Notice Letter from the Orange County IDA regarding contemplated financial assistance for GAM Property Corp. for parcel located at 3 Police Drive, Village of Goshen; and various newspaper articles.

Mr. Pucci opened the Privilege of the Floor.

There were no comments or questions.

Mr. Pucci welcomed everyone to the first meeting of 2019. He mentioned that negotiations with the CSEA is nearing a conclusion.

Mrs. Bogart did not have any legislative or Orange County School Boards Association updates. She noted that OCSBA would not be having a meeting in the month of January.

Mr. Connor noted it was nice to see everyone in the audience and wished everyone a happy, healthy, successful and non-stressful 2019.

Due to Ms. Lynch absence, there was no Assistant Superintendent for Business’ Report.

Mr. Carter informed the Board that on January 10, staff would be trained on Measures of Academic Progress (MAPs), which are used to measure a student’s growth in Mathematics and Reading. Once training is complete, student assessments will be ready to be given.

Today, students in Jon Redeker’s coding class was able to implement the new drone curriculum by using coding to fly the drones.

The Board Technology Committee will be meeting in the next week or two.

On a motion by Jeremy Cassel and seconded by Thomas Mullane, upon the recommendation of the Superintendent of Schools, the Board of Education approves the Consent Agenda as presented.

Accept resignation:  Maria Valenti, special education teacher aide, effective January 7, 2019.

Approve medical leave of absence: Sharlene Bischof, clerk, is requesting a medical leave of absence under the Family Medical Leave Act, if eligible, effective approximately November 20, 2018 through on or about February 6, 2019.

Approve medical leave of absence: Michael Salley, custodial worker, is requesting a medical leave of absence under the Family Medical Leave Act, if eligible, effective approximately December 26, 2018 through on or about January 31, 2019.

Approve medical leave of absence: Kathleen Andryshak, elementary teacher, is requesting a medical leave of absence under the Family Medical Leave Act, if eligible, effective approximately March 6, 2019 through on or about May 6, 2019.

Approve extension of medical leave of absence: Vera Cornelius, school bus monitor, is requesting an extension of her medical leave of absence under the Family Medical Leave Act, if eligible, effective approximately January 1, 2019 through on or about April 3, 2019.

Approve extension of medical leave of absence: Patricia Pagnotta Lercara, assistant principal, is requesting an extension of her medical leave of absence under the Family Medical Leave Act, if eligible, effective approximately January 10, 2019 through on or about July 4, 2019.

Approve childcare leave of absence: Kelly Vaughan, special education teacher, is requesting a childcare leave of absence under the Family Medical Leave Act, if eligible, effective approximately March 20, 2019 through on or about May 1, 2019.

Approve amending unpaid leave of absence: June Chiusano, special education teacher aide, unpaid leave of absence was approved at the December 3, 2018 meeting to end June 30, 2019. End date will now be amended to be January 13, 2019.

Approve appointment:  Samantha Ruffen, .6 ENL teacher at a salary of $58,910 (prorated to $35,346, MA-1 on GTA salary schedule) prorated effective January 8, 2019.  She has TESOL and English Language Arts 7-12 certifications. Ms. Ruffen is replacing Sarah Rosa.

Approve appointment: Zorihelga Mercado-Nedorost, teacher aide (probationary), at a salary of $13.60/hr. (pending CSEA negotiations), for 5¾ hours/day, effective January 8, 2019. In accordance with Civil Service Rules, this appointment is a probationary appointment, in effect for 52 weeks, effective January 8, 2019. Ms. Mercado-Nedorost is a substitute teacher aide with the District. She is replacing Jean Schuppe.

Approve appointment:  Deirdre Marcolini, substitute teacher at a salary of $110.00/diem, as needed, not to exceed 29 hours per week, effective January 8, 2019 for the 2018-2019 school year. She has Permanent K-6 Elementary certification.

Approve appointment:  Valeria Ortega-Ruiz, substitute teacher at a salary of $110.00/diem, as needed, not to exceed 29 hours per week, effective January 8, 2019 for the 2018-2019 school year. She has Professional Childhood Education 1-6 certification.

Approve appointment:  Miki Yoshiura, substitute teacher at a salary of $110.00/diem, as needed, not to exceed 29 hours per week, effective January 8, 2019 for the 2018-2019 school year. She has Professional Music certification.

Approve appointment: Miki Yoshiura, long-term substitute music teacher, at a salary of $294.55 per diem (MA-1 on GTA salary schedule), effective approximately January 22, 2019 to on or about April 22, 2019, or until music teacher returns. She has Professional Music certification. Ms. Yoshiura is filling the childcare leave of absence for Sophie Levenberg.

Approve appointment: Danielle Santoro, long-term substitute elementary teacher, at a salary of $294.55 per diem (MA-1 on GTA salary schedule), effective approximately March 6, 2019 to on or about May 6, 2019, or until elementary teacher returns. She is a substitute teacher with the District and has done several leave replacements. Ms. Santoro is filling the medical leave of absence for Kathleen Andryshak and has worked in Ms. Andryshak’s classroom since the beginning of the school year.

Approve appointment:  John Haeberle, long-term substitute custodial worker, at a salary of $15.86/hour (pending CSEA negotiations), for 7 hours per day, effective December 26, 2018 to on or about February 4, 2019 or until custodial worker returns. He is currently a substitute custodial worker with the District. Mr. Haeberle has been filling the extended medical leave of absence for Michael Salley.

Approve appointment:  Liam Kelly, substitute teacher aide, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, effective January 8, 2019.

Approve appointment:  Nadine Brosnan, substitute teacher aide, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, effective January 8, 2019.

Approve appointment:  Kyle Haller, substitute teacher aide, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, for all assignments, effective January 8, 2019.

Approve appointment:  Francesca Carlucci, substitute teacher aide, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, effective January 8, 2019.

Approve appointment:  Kyle Haller, substitute custodial worker, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, for all assignments, effective January 8, 2019.

Approve appointment:  Teresa Fini, substitute school bus monitor, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, effective January 8, 2019.

Approve appointment:  Shannon Byman, substitute school bus monitor, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, effective January 8, 2019.

Approve appointment:  Patricia Hillman, tutor, at a salary of $33.00/hr., as needed, effective January 8, 2019 for the 2018-2019 school year. Ms. Hillman meets the requirements to provide educational assistance to students who are unable to attend school.

Approve extra compensation: Michael Robusto, special education teacher, at a salary of $82.07/ period, per GTA contract, effective January 2, 2019. Mr. Robusto will be teaching 1 period on B-D-F days for the 2018-2019 school year.

Approve amending extra compensation: Katharine Gonzalez, ENL teacher, at a salary of $82.07/ period, per GTA contract. At the November 19, 2018 meeting, Ms. Gonzalez was approved for teaching 1 extra period every day through December 9, 2018. Due to necessity, she will continue to teach 1 extra period every day through June 30, 2019.

BE IT FURTHER RESOLVED that the Board reserves the right to cancel or reschedule any school-sponsored trip or activity in the event of any emergency condition outside of the control of the School District, in its sole discretion.

Martha Bogart commented that the stage areas were beautifully decorated at the winter concerts. Dr. Rolon noted that CJH PTO donated the poinsettias.
