Board Meeting Minutes for Nov. 4, 2019

A tour of the C.J. Hooker Middle School was held at 6:30 p.m. for Members of the Board of Education on Monday, November 4, 2019.

The regular meeting of the Members of the Board of Education of the Goshen Central School District, Orange County, New York, was held in the Board of Education Room at the Main Street School on Monday, November 4, 2019.

President Jason Pucci called the regular meeting to order at 7:30 p.m.

Mr. Pucci led the Pledge of Allegiance followed by a moment of silent remembering the families of Michael Morrison (son of Michael Morrison, custodian at SAS) and Carlos Perez (father of Carlos Perez, custodian at CJH) on their recent passing.

On a motion by Thomas Mullane and seconded by Judy Green, upon the recommendation of the Superintendent, the Board of Education approves the draft of the minutes for the meeting of October 21, 2019.

The Treasurer’s Report for August 2019 was acknowledged under Financial Update.

The Board celebrated two teams from the Goshen Central School District who competed against students from around the world at the Odyssey of the Mind World Finals at Michigan State University in May. The GIS team placed 9th in their division with the problem “Opposites Distract”. The CJH team placed 40th in their division with the problem “Classics…Leonardo’s Workshop”.  The Board was very pleased with how they represented the district and look forward to their future successes.

The board received the following correspondence: various newspaper articles.

Mr. Pucci opened the Privilege of the Floor. Items discussed included:

  1. A community member mentioned two state bills being introduced, which would require immunization of students for the flu and HPV.President’s Report:

Mr. Pucci discussed the Roy Reese Auditorium dedication on November 1 and the high school play that followed. Following the tour C.J. Hooker Middle School this evening, Mr. Pucci noted the school is in great shape.

Legislative/OCBSA Updates:

Mrs. Bogart did not have any legislative updates. At the next OCSBA meeting on November 6, there will be a tour of the OU-BOCES Arden Hill campus. Mrs. Bogart will report on the tour at the next meeting.

Superintendent’s Report:

Mr. Connor mentioned the BOCES Board would tour our high school on November 16 to view all the renovations to the STEAM lab, music suite, cafeteria and auditorium.

The Roy Reese Auditorium ribbon cutting and dedication held on November 1 was well attended with over 400 community members. The Roy Reese Auditorium is named after former superintendent and high school principal Roy Reese, who spent decades sharing his passion for education as well as theater stage crew with hundreds of Goshen students.

Kyle Roddey discussed the high school play that followed the ribbon cutting ceremony. The Goshen High School Drama Club produced “Peter and the Starcatcher,” a prequel to “Peter Pan.” Jim Quinlan and Kristen Scully directed the play.

The academic awards were presented on October 22. To be eligible, students had to be on the honor roll, with an average of 90 or higher, for all four quarters last year. The number of students astonished Mr. Heinzelman – roughly 33% of the total high school student body.

Thirteen students are interested in starting a varsity bowling team. Many other schools have teams. Chester’s Colonial Lanes would be the home alley. Establishing a new team would allow for additional participation in sports.

Assistant Superintendent for Business’ Report:

Ms. Lynch was absent this evening.

Assistant Superintendent for Curriculum, Instruction, Personnel and Technology’s Report:

Mr. Carter discussed the faculty conference day, which will take place tomorrow, November 5. Faculty will be able to engage in a variety of professional development opportunities both in-house and at other locations around the region. They will have the chance to study topics that will sharpen their skills.

The draft Family Engagement Policy is ready for parent committee review. Afterward, it will go to the BOE Policy Committee for consideration.

The district announced the launch of the Goshen Central School District mobile app. The new app provides district social media feeds and parents will be able to access their SchoolMessenger, ParentPortal and MySchoolBucks accounts.

Mr. Mullane inquired about the New Comer program. Mr. Carter noted the students are starting to assimilate with their peers and it has been very successful thus far.

On a motion by Jeremy Cassel and seconded by Michael Lorenzo, upon the recommendation of the Superintendent of Schools, the Board of Education approves the Consent Agenda as presented.

Accept resignation:  Jeniece Gonzalez, food service helper, effective November 1, 2019.

Accept resignation:  Eugene Carucci, school bus driver, effective September 14, 2019.

Approve medical leave of absence: Deborah Matyus, clerk, is requesting a medical leave of absence under the Family Medical Leave Act, if eligible, effective approximately November 8, 2019 through on or about December 2, 2019.

Approve extension of medical leave of absence: Anthony Chisholm, technical support assistant, is requesting an extension of his medical leave of absence under the Family Medical Leave Act, if eligible, effective approximately October 24, 2019 through on or about November 14, 2019.

Approve extension of medical leave of absence: Richard Heater, custodial worker, is requesting an extension of his medical leave of absence under the Family Medical Leave Act, if eligible, effective approximately October 21, 2019 through on or about November 27, 2019.

Approve extension of childcare leave of absence: Lisa Dombrowski, FACS teacher, is requesting an extension of her childcare leave of absence under the Family Medical Leave Act, if eligible, effective approximately January 27, 2020 through on or about February 3, 2020.

Approve intermittent unpaid leave of absence: Anne Marie Walker, school bus driver, is requesting an intermittent unpaid leave of absence, effective November 4, 2019 through December 20, 2019, due to the driver’s post-retirement earnings cap under state regulations.

Approve intermittent unpaid leave of absence: Kenneth Bowen, school bus driver, is requesting an intermittent unpaid leave of absence, effective November 4, 2019 through December 20, 2019, due to the driver’s post-retirement earnings cap under state regulations.

Approve appointment:  Ana Serrano-Ayau, 1.0 teaching assistant at a salary of $54,319 (TA>60 Step 1on GTA salary schedule) effective October 1, 2019, with a tenure date of October 1, 2023 in the tenure area of Teaching Assistant.

Approve appointment: Colleen Swales, school bus driver (probationary), at a salary of $23.29/hr., for 5 ¼ hours/day, effective October 22, 2019. In accordance with Civil Service Rules, this appointment is a probationary appointment, in effect for 52 weeks, effective October 22, 2019. She is a substitute driver with the District. Ms. Swales is replacing Eugene Carucci.

Approve appointment:  Amanda Long, long-term substitute art teacher, at a salary of $271.60/diem (BA-1 on GTA salary schedule), effective approximately November 25, 2019 to January 6, 2020 or until teacher returns. She has Initial SWD 1-6 and Initial Childhood Education 1-6 certifications. Ms. Long is filling the childcare leave of absence for Amber Brown.

Approve appointment:  Amy Makuen, substitute custodial worker, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, effective November 5, 2019.

Approve appointment:  Matthew Clark, substitute custodial worker, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, effective November 5, 2019.

Approve appointment:  Alyssa Clark, substitute teacher, at a salary of $110.00/diem, as needed, not to exceed 29 hours per week, effective November 5, 2019.  She has Initial Childhood Education B-6 certification.

Approve appointment:  Kathleen Miller, substitute teacher aide, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, effective November 5, 2019. She was previously a substitute teacher with the District.

Approve appointment:  Rachel Rivera, substitute teacher aide, at a salary of $11.80/hour, as needed, not to exceed 29 hours per week, effective November 5, 2019.

Approve appointment:  Jacqueline LaCosta, substitute teacher aide, at a salary of $11.80/hour, as needed, effective October 21, 2019.

Approve appointment:  Thomas Hulle, long-term substitute custodial worker, at a salary of $17.07/hour (rate based on Step 1 of custodial worker title in CSEA contract), for 7 hours per day, effective November 1, 2019 until new hire can assume duties. He is currently a substitute custodial worker with the District. Mr. Hulle will be filling in for the Richard Besaw prior to his retirement.

Approve appointment: Jeniece Gonzalez, substitute food service helper, at a salary of $11.80/hr., for 3 hours per day, as needed, not to exceed 29 hours per week, effective November 1, 2019.

Approve appointment:  Lisa Brent, after-school program tutor at C.J. Hooker Middle School, at a salary of $ 33.66 per hour, effective for the 2019-2020 school year.

Approve amending appointment:  Kelly Kennedy, ENL teacher, at a salary of $66,038 prorated (MA-4 on GTA salary schedule) effective November 4, 2019 with a tenure date of November 4, 2023 and a tenure area in ENL, subject to the teacher’s receipt of composite or overall APPR ratings pursuant to Education Law Section 3012-c and/or 3012-d of either Effective or Highly Effective in at least three of the four years preceding tenure conferral. Ms. Kennedy has Initial ESOL and Professional Adult Education English Learning certifications. She is replacing Jesus Morales. The effective date and tenure date were to be determined at the October 7, 2019 meeting appointing her to the position.

Approve amending appointment:  Maria Dymon, substitute teacher, at a salary of $110.00 per diem, effective September 3, 2019. She is a certified substitute teacher. Ms. Dymon was incorrectly appointed as an uncertified substitute teacher at the October 7, 2019 meeting.

Approve amending tenure date: Shalanda Marquez, special education teacher with a tenure date of September 1, 2020. Ms. Marquez received tenure from another district prior to working at Goshen Central School District and therefore will be on a three-year tenure track.

Approve amending tenure date: Jessica Daly, English teacher, from a tenure date of September 1, 2020 to September 1, 2021. This is to reflect Ms. Daly’s childcare leave of absence for the 2019-2020 school year.

Accept resignation:  Nina Juncaj, as Evening High School tutor, effective October 28, 2019.

Accept resignation:  Nina Juncaj, as Evening High School GED/TASC English teacher, effective October 28, 2019.

Approve appointment:  Jan VanHage, as Evening High School tutor at a salary of $33.66/per hour, as needed, effective October 22, 2019 for the 2019-2020 school year.

Approve appointment:  Mary Keller, as Evening High School tutor at a salary of $33.66/per hour, as needed, effective November 1, 2019 for the 2019-2020 school year.

On a motion by Judy Green and seconded by Martha Bogart, that the Board of Education authorizes its attorneys, Shaw, Perelson, May & Lambert, LLP to execute a Consent Judgment in a tax certiorari proceeding captioned Prag Holding, LLC. v. Town of Goshen and Goshen CSD; BE IT FURTHER RESOLVED, that the Board authorizes the refund of taxes as required by the terms of the Consent Judgment.

On a motion by Thomas Mullane and seconded by Michael Lorenzo, upon the recommendation of the Superintendent, the Board of Education approves the Earth Science trip to Italy and Greece from approximately March 27-April 4, 2021. BE IT FURTHER RESOLVED that the Board reserves the right to cancel or reschedule any school-sponsored trip or activity in the event of any emergency condition outside of the control of the School District, in its sole discretion.

Mr. Pucci opened the second Privilege of the Floor. Items discussed included:

  1. A community member inquired about the status of the SAS principal replacement. Mr. Pucci replied it continues to progress according to the timeline set for the appointment.

Mr. Lorenzo discussed his attendance at the Red Team meeting at BOCES on November 1. Red teams challenge technology and operations in order to discover weaknesses in the system(s) before real adversaries do. It is meant to test existing conditions, temper complacency, and identify future training needs within an organization.

The meeting was adjourned at 8:14 p.m. on a motion by Thomas Mullane and seconded by Judy Green.
