Retirement: Patricia Breitfeller, school secretary, effective January 31, 2020. Ms. Breitfeller has been with the District for 17 years.

Resignation and Probation Completion:  Michelle Serna, teacher aide, effective December 10, 2019.  She had taken an unpaid leave of absence from this position to accept a probationary appointment as Internal Claims Auditor.  Ms. Serna will complete probation and is recommended for permanent status, effective December 10, 2019.

Termination:  Vera Cornelius, school bus monitor, effective December 2, 2019, pursuant to the provisions of Section 71 of the Civil Service Law with the opportunity to be reinstated to the same or similar position, if a vacancy exists, upon making application therefore within one year after termination of disability.

Appointment: Jacyln Juers, food service helper (probationary), at a salary of $15.00/hr., for 3 hours/day, effective December 3, 2019. In accordance with Civil Service Rules, this appointment is a probationary appointment, in effect for 52 weeks, effective December 3, 2019. Ms. Juers is replacing Jeniece Gonzales

Appointment:  Tiffany Mapes, custodial worker (probationary), at a salary of $35,514, prorated, (Step A of the CSEA salary schedule) effective December 12, 2019. In accordance with Civil Service Rules, this appointment is a probationary appointment, in effect for 52 weeks, effective December 12, 2019. She has been a substitute custodial worker with the District and has demonstrated the requisite skills and aptitude. Ms. Mapes is replacing Edward Lawrence.

Appointment: Maria Melchiori, teacher aide (probationary), at a salary of $16.60/hr., for 5¾ hours/day, effective December 10, 2019. In accordance with Civil Service Rules, this appointment is a probationary appointment, in effect for 52 weeks, effective December 10, 2019. She has been Michelle Serna’s leave replacement. Ms. Melchiori is replacing Michelle Serna.

Appointment:  Jonathan Reardon, athletic trainer, at a salary of $54,319, prorated (TA>60 Step 1 on the GTA Salary Schedule), effective December 9, 2019. Mr. Reardon is replacing Andrew Schug.

Appointment:  Jennifer Kirk, modified cheer coach, at a salary $76.25/day, effective for the 2019-2020 school year winter season.

Change of Appointment: Kyle Sullivan, from long-term substitute family and consumer science teacher to leave replacement family and consumer science teacher, at a salary of $54,319, prorated (BA-1 on GTA salary schedule), effective approximately September 27, 2019 to on or about February 3, 2020. Mr. Sullivan is filling the childcare leave of absence for Lisa Dombrowski.

Change of Appointment: Shannon Byman, from teacher aide to special education teacher aide, at a salary of $14.71/hr., for 5¾ hours/day, effective October 14, 2019.

Resolutions

4.1. Appointment of Tenure Candidates

a)      BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, the Board of Education approves the tenure appointment of Kelly Mecocci in the tenure area of Special Education effective December 8, 2019.

b)      BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, the Board of Education approves the tenure appointment of Jan VanHage in the tenure area of Teaching Assistant effective December 17, 2019.

BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, the Board of Education approves the draft of the minutes for the meeting of November 18, 2019.

14.  Consent Agenda

BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, the Board of Education accepts the retirement of Patricia Breitfeller, school secretary, effective January 31, 2020. Ms. Breitfeller has been with the District for 17 years.

BE IT FURTHER RESOLVED, upon the recommendation of the Superintendent of Schools, the Board of Education approves the remainder of the Consent Agenda as presented.

16.1. Approve Tax Certiorari Refund – Brian Dunlevy

BE IT RESOLVED,  upon the recommendation of the Superintendent of Schools, the Board of Education approves the payment of tax certiorari judgment awarded to Brian Dunlevy, Town of Goshen (SBL 110-4-11.2) as per court order entered in the Office of the Clerk of Orange County Supreme Court on September 5, 2019 and served upon the District on November 5, 2019 in the amount of $4,742.14 for the 2016/2017 school year; $4,895.04 for the 2017/2018 school year; and $5,458.96 for the 2018/2019 school year.

BE IT FURTHER RESOLVED, that in order to fund said tax certiorari judgment refund that budgetary appropriations for the 2019/2020 school year be increased by $15,096.14 (A1964.4000) and that the $15,096.14 be transferred to the General Fund Budget from the Tax Certiorari Reserve as the offsetting source of revenue.

16.2. Approve Correction of Assessment Due to Small Claims Assessment Review

BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, the Board of Education accepts the assessment corrections as specified by the Orange County Supreme and County Courts as summarized and to direct the Tax Collector to take the necessary actions in accordance with Small Claims Assessment Review (SCAR) for Guddi Pamnani (Wawayanda) SBL 12-1-41.11, in the amount of $531.02 (A1001) for the tax year 2019/2020.

16.3. Approve Correction of Error for Charles & Patricia Eckerson

BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, the Board of Education approves the Correction of Error awarded to Charles & Patricia Eckerson, Town of Wawayanda SBL 114-8-1 as per the Office of Real Property in the amount of $1,538.26 (A1001) for the 2019-2020 school year.

16.5. Award Bid for Paving and Drainage at Goshen High School

WHEREAS, the Board of Education, in accordance with Article 5-A of the General Municipal Law, has invited sealed proposals for the Paving and Drainage for the School District’s Additions, Site Improvements & Renovations at Goshen High School (NYSED #44-06-01-04-0-008-011) capital project (“Project”), which bids were opened publicly on November 26, 2019;

THEREFORE, BE IT RESOLVED, that the Board of Education hereby determines, based on the analysis of the bids and recommendation of LAN Associates, Engineering, Planning, Architecture, Surveying, LLP. and Triton Construction, that Superior Surfacing Systems, Ltd., 21 Allen Lane, Bloomingburg, New York, with a bid amount of $56,180, is the lowest responsible bidder.

AND BE IT FURTHER RESOLVED, that the Board of Education hereby awards the contract to Superior Surfacing Systems, Ltd., as set forth above, in accordance with the plans and specifications for such public works project. Said contract is to be executed by the President of the Board of Education.

16.6. Approve Budgetary Transfer

BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, the Board of Education approves the following budgetary transfer:

16.7. Approve Entering into PILOT Agreement with YSG Energy Solar

WHEREAS, on November 20, 2019, YSG Solar (“Developer”), notified the Goshen Central School District (“District”) that it intends to construct a solar energy system on real property located within the District in accordance with Real Property Tax Law § 487, and

WHEREAS, the statute provides the Developer with a 15-year tax exemption on any increase to the value of the real estate on which the solar energy system is constructed; and

WHEREAS, the statute requires the District to notify the Developer if the District intends to request that the Developer enter into a Payment in Lieu of Taxes (“PILOT”) agreement within 60 days of receipt of the notification (“District”); and

WHEREAS, the Board of Education intends to request such a PILOT.

NOW, THEREFORE, BE IT RESOLVED that the Board of Education intends to request that the Developer enter into a PILOT agreement in accordance with Real Property Tax Law § 487; and

BE IT FURTHER RESOLVED that the Superintendent of Schools and such other employees and agents of the District are directed to undertake and complete all acts as required to effect the purposes of this resolution; and

BE IT FURTHER RESOLVED that this resolution shall take effect immediately.

16.8. Approve Entering into PILOT Agreement with ForeFront Power, LLC.

WHEREAS, on November 25, 2019, ForeFront Power, LLC. (“Developer”), notified the Goshen Central School District (“District”) that it intends to construct a solar energy system on real property located within the District in accordance with Real Property Tax Law § 487, and

WHEREAS, the statute provides the Developer with a 15-year tax exemption on any increase to the value of the real estate on which the solar energy system is constructed; and

WHEREAS, the statute requires the District to notify the Developer if the District intends to request that the Developer enter into a Payment in Lieu of Taxes (“PILOT”) agreement within 60 days of receipt of the notification (“District”); and

WHEREAS, the Board of Education intends to request such a PILOT.

NOW, THEREFORE, BE IT RESOLVED that the Board of Education intends to request that the Developer enter into a PILOT agreement in accordance with Real Property Tax Law § 487; and

BE IT FURTHER RESOLVED that the Superintendent of Schools and such other employees and agents of the District are directed to undertake and complete all acts as required to effect the purposes of this resolution; and

BE IT FURTHER RESOLVED that this resolution shall take effect immediately.

16.9. Approve of Agreement for Special Education Services – Behavioral Management

BE IT RESOLVED, upon the recommendation of the Superintendent of Schools, the Board of Education enters into an Agreement with Bruce Chapman, Handle With Care Behavior Management System, Inc., to provide licensing and training in Handle With Care’s Instructor Certification Program effective for the 2019-2020 school year as follows:
