A regular meeting of the Members of the Board of Education of the Goshen Central School District, Orange County, New York was held in the Board of Education Room at the Main Street School on Monday, August 13, 2007, at 7:30 p.m.

The regular meeting was called to order by President, Mrs. Judy Green at 7:39 p.m. Mrs. Green led the Pledge of Allegiance followed by a moment of silent meditation, remembering the families of Frank Capson and Ellen Nuzzolese.

On a motion by Martha Bogart and seconded by Kames Kimiecik the Board of Education accepted the draft of minutes of July 10, 2007; July 18, 2007; and July 31, 2007. AYES 7 NAYS 0 Motion carried.

The Treasurer’s Report for May 2007 was acknowledged under Financial Update.

There was no report from the Audit Committee.

The Board received the following correspondence: Invitation to Summer School Graduation; invitation to Freshmen BBQ Orientation; 2007/08 Student Calendar; NYSSBA Proposed Resolutions & Voting Delegate’s Guide; Correspondence from Chief Watts commending Transportation Department on their assistance involving a recent out of district bus accident; Correspondence from Susan Murray-Tetz thanking the District for professional expertise of Bob Quinn; Correspondence from Port Jervis Principal Donna Muro regarding community outreach; Correspondence from Eileen Pavlik thanking Middle School Administration for hosting Goshen Rec. Performing Arts Program; Bethel Woods Evening of Jazz program; and various newspaper articles.

Mrs. Green opened Privilege of the Floor.

Mrs. Green mentioned that a copy of the Superintendent’s Contract was included in the Board packet to be considered during Executive Session.

Mrs. Green reported she had the opportunity, along with Mr. Reese, to attend the Class of 1957’s 50 Year Reunion held at the Hall of Fame. Each attending graduate received a second diploma.

Mr. Reese reported that the Goshen Youth Jazz Band played at Bethel Woods over the weekend, under the direction of Ellen Dickinson.

Mr. Reese reported a letter from the NYSDOT was included mentioning the District received a 95.7% rating for bus inspections. Mr. Reese commended the Transportation Department.

Mr. Miller reported that Nugent & Haeussler will begin the District’s audit tomorrow.

Mr. Miller gave an update on the telephone project.

Mrs. Unhjem presented two textbooks Basic Biology and Forensic Science – The Basics for the Board to consider for the 2007/08 school year.

Personnel

On a motion by Michael Stroka and seconded by James Kimieick, upon the recommendation of the Superintendent of Schools, the Board of Education accepts the retirement of Janet Davis, ELL Teacher, effective July 1, 2008. Mrs. Davis has been with the District for the past 15 years. AYES 6 NAYS 0 Motion carried

On a motion by Robert Kish and seconded by James Kimiecik, upon the recommendation of the Superintendent of Schools, the Board of Education accepts the retirement of Margaret Gugliotta, Account Clerk, effective August 25, 2007. Mrs. Gugliotta has been with the District for the 5 years. AYES 6 NAYS 0 Motion carried

On a motion by James Kimiecik and seconded by Michael Stroka upon the recommendation of the Superintendent of Schools, the Board of Education approves the remainder of the Consent Agenda with the exception of “n”. AYES 6 NAYS 0 Motion carried.

Approve 07/08 Compensation for Confidential Staff & Non-Bargaining Staff: BE IT RESOLVED, that the Board hereby approves salary increases for confidential employees and non-bargaining staff, as set forth on the attachment annexed hereto and made a part of this resolution.

Accept retirement of Janet Davis ELL teacher effective July 1, 2008. Mrs. Davis has been with the District for the past 15 years.

Accept retirement of Margaret Gugliotta account clerk effective August 25, 2007. Mrs. Gugliotta has been with the District for 5 years.

Accept resignation of Lauren Carlson special education teacher effective August 1, 2007.

Accept resignation of Janet Cueto ELL teacher effective July 30, 2007.

Accept resignation of Matthew Petrillose Family Consumer Science Teacher effective July 19, 2007.

Accept resignation of Honor Friedman Shea effective August 1, 2007.

Accept resignation of Theresa Vandenburg bus monitor effective September 1, 2007.
Approve appointment of Theresa Vandenburg substitute bus driver at a salary of $15.68/hr., as needed, effective September 1, 2007.

Approve extended leave of absence of Thomas Martinez bus monitor is requesting an extension to his medical leave of absence effective July 19, 2007 through September 4, 2007.

Approve appointment of Kelly Kantner bus driver at a salary of $16.63/hr. for 5 hours per day effective September 1, 2007. Ms. Kantner is replacing Joseph Lawlor.

Approve appointment of Lisa Schwartz Spanish teacher at a salary of $51,053 (MA-3) effective September 4, 2007 with a tenure date of September 4, 2010. Ms. Schwartz has professional Spanish 7-12 pending certification/permanent special education N-12. Ms. Schwartz is replacing Billie Teixeira.

Approve appointment of Charles Rivera special education teacher at a salary of $43,293 (BA-1) effective September 4, 2007 with a tenure date of September 4, 2010. Mr. Rivera has internship certification social studies 7-12/internship certification social studies SE 7-12. Mr. Rivera is replacing Lauren Carlson.

Approve appointment of Carmina Carlucci social studies teacher at a salary of $46,104 (BA-3) effective September 4, 2007 with a tenure date of September 4, 2010. Ms. Carlucci has initial social studies 7-12 certification. Ms. Carlucci is replacing Naomi Goldberg.

Approve appointment/change of assignment of Nancy Mesic grade 6 teacher at a salary of $57,374 (MA-7) effective September 4, 2007 with a tenure date of September 4, 2009. Ms. Mesic is moving from grade 7 to grade 6, replacing Jodie Maassen-Waizenegger. Ms. Mesic has permanent N-6/permanent Math 7-12 certification.

Approve appointment of Jacqueline Demers leave replacement special education teacher at a salary of $44, 698 (BA-2) effective September 4, 2007 through June 26, 2008. Ms. Demers is filling the child care leave of Marlena Mooers. Ms. Demers has initial 1-6/initial 1-6 special education certification.

Approve appointment of Dorothea Russo leave replacement health teacher at a salary of $250/diem effective September 4, 2007 through January 25, 2008. Mrs. Russo is filling the leave of Shannon Magnetico.

Approve appointment of William Denaxas Math B Regents review teacher at a salary of $39.61/hr. for 2.5 hours per day effective August 6, 2007 through August 15, 2007.

Approve appointment of Margaret Hughes special education teaching assistant at a salary of $30,305 (Level IV A) effective September 4, 2007 with a tenure date of September 4, 2010. Ms. Hughes has level 1 teaching assistant certification. Ms. Hughes is filling the position created at the July 18, 2007 board meeting.

Approve appointment of Linda Finnegan part-time school secretary at a salary of $29,804 (pro-rated/Step A) for 4 hours per day, effective August 27, 2007. Ms. Finnegan is filling the position created during the 2007/08 budget.

Approve appointment of Jennifer Bradshaw grade 7 math teacher at a salary of $44,698 (BA-2) effective September 4, 2007 with a tenure date of September 4, 2010. Ms. Bradshaw has initial 1-6 certification/initial math 7-12 certification. Ms. Bradshaw is replacing Nancy Mesic.

Approve appointment of Joan Hunt teacher aide/recess at a salary of $10.61/hr. for 2.25 hours per day effective September 4, 2007. Ms. Hunt is replacing Ilene Eygud.

Approve appointment of Suzanne Cremin teacher aide/recess for 2.25/hrs. and to add 2.75 hours, totaling 5/hrs. per day at a salary of $10.61/hr., effective September 4, 2007. Ms. Cremin’s position is replacing Kathy Kurek’s 2.25 hours and the 2.75 hours was created during the 2007/08 budget process.

Approve increase in hours of Debbie Scheetz teacher aide at a salary of $10.61/hr. for 3 hours per day. Mrs. Scheetz’s hours were approved through the 2007/08 budget and 3.5 hours being shared with Suzanne Cremin. This is an increase from 2.25 hours per day to 3 hours per day)

Approve increase in hours of Kathy Kurek teacher aide/ELL at a salary of $10.61/hr. for 5.25 hours per day (increase from 4.75 to 5.25) effective September 4, 2007. Ms. Kurek is replacing Michelle Rodstrom.

Approve appointment of Laura Feeney 1:1 teacher aide at a salary of $10.61/hr. for 5.75 hours per day effective September 4, 2007. Ms. Feeney is filling the position for special education student 115386.

Approve appointment of Janice Kelly teacher aide/greeter (security aide) at a salary of $10.61/hr. for 4 hours per day effective September 4, 2007. Ms. Kelly is filling the position created during the 2007/08 budget.

Approve appointment of Amanda Grunenberg teacher aide/recess at a salary of $10.61/hr. for 2.25 hours per day, effective September 4, 2007. Ms. Grunenberg is replacing Bernadette McKiernan.

Approve appointment of Terry McBride temporary maintenance worker at a salary of $14.68/hr., as needed, effective July 25, 2007 through September 29, 2007.

Approve creation of position of Special education teacher (high school) effective September 4, 2007. This is a new position being created to accommodate IEP’s for high school students.

Approve creation of position of 1:1 teacher aide at a salary of $10.61/hr. for 5.75 hours per day effective September 2, 2007. This position is being created for student #115386 at SAS.

Approve creation of position of 1:1 teacher aide at a salary of $10.61/hr. for 5.75 hours per day effective September 5, 2007. This position is being created for student #111549 at SAS.

Approve abolish position of 1:1 teacher aide for student #107601 effective August 1, 2007 at the High School.

Approve abolish position of Vera Cornelius 1:1 special education teacher aide for student #115204 effective June 30, 2007. Position is being abolished due to student leaving District.

Approve abolish position of Susan Zaphiris 1:1 special education teacher aide for student #115204 effective June 30, 2007. Position is being abolished due to student leaving District.

Approve appointment of Michael Isseks Evening High School Principal for the 2007/08 school year at a salary of $42.00/hr for 3.5 hours per evening, 2 evenings per week.

Approve appointment of Jolie Schiering special education teacher at a salary of $54,215 (MA-5) effective September 4, 2007 with a tenure date of September 4, 2010. Ms. Schiering has permanent special education certification/permanent speech & hearing handicapped certification. Ms. Schiering is replacing Honor Friedman-Shea.

Approve appointment of Amanda Capelli ELL teacher at a salary of $44,698 (BA-2) effective September 4, 2007 with a tenure date of September 4, 2009. Ms. Capelli has initial English Language Arts 7-12 certification. Ms. Capelli is replacing Janet Cueto.

Approve appointment of Deborah Schulz special education teacher at a salary of $43,293 (BA-1) effective September 4, 2007 through September 4, 2010. Ms. Schulz has provisional special education/provisional N-6 certification. Ms. Schultz is filling the newly created position at the High School.

On a motion by Michael Stroka and second by Robert Kish, following employees have been fingerprinted, the fingerprints have been submitted to the New York State Education Department (SED) for processing and the District has not received clearance for such employees as of the date of this meeting.

THEREFORE, BE IT RESOLVED, that, upon the recommendation of the Superintendent of Schools, the Board hereby appoints the following administrative, instructional and non-instructional employees on an emergency basis:

Amanda Grunenberg Janice Kelly Linda Finnegan

BE IT FURTHER RESOLVED, that such emergency conditional appointments shall become conditional appointments upon receipt of State clearance from SED.

The Board next discussed the proposed capital project. Joining the members at the table were Dr. Paul Seversky, AdvisorySolutions/NYSSBA (Demographic Study), Mr. Erik Kaeyer, KG & D Architects, Mr. David Schunter, Mr. Travis Miller, and Mr. Michael Perini, Andron Construction.

Dr. Seversky provided a synopsis of the Demographic Study presented to the Board.
Mr. Kaeyer presented a PowerPoint on the proposed capital project building by building.

Members of Andron Construction provided a cost comparison after studying projected figures from KG & D. Andron based their figures on construction configuration. Range of project based on presentation falls between $70,000,000 to $75,000,000. Inflation rates are between 3% to 3½% per year.

Mr. Esposito entered the meeting at 9:15 p.m.

The presenters stated that projected timeline for the project is very good.

Mrs. Green thanked everyone for their presentations and comparisons.

Mrs. Green took a break at 9:40 p.m.

Meeting reconvened at 9:53 p.m.

On a motion by Robert Kish and seconded by Judy Green, upon the recommendation of the Superintendent of Schools, the Board of Education approves the appointment of Alvin Watson as the District’s voting delegate for New York State School Boards Association Annual Convention. AYES 7 NAYS 0 Motion carried. The Board thanked Al for representing the district.

On a motion by Martha Bogart and seconded by Al Watson, the Board of Education approves the Addendum Agreement for Jane Unhjem, Assistant Superintendent for Curriculum & Instruction for compensation to the annual salary of $128,408 effective July 1, 2007 through June 30, 2008. On a motion by Al Watson and seconded by Robert Kish, upon the recommendation of the Superintendent of Schools, the Board of Education accepts the bid award to H.C. Davis Boiler Works, Inc. in the amount not to exceed $27,480.00 for the C.J. Hooker Middle School Boiler #1, Kewanee No. 23364, L3S-250; Boiler Tube Replacement for the CJ Hooker Middle School. AYES 7 NAYS 0 Motion carried.

On a motion by Robert Kish and seconded by Michael Stroka, upon the recommendation of the Superintendent of Schools, the Board of Education accepts a donation from Minolta Advance Technology, Inc. in the amount of $1,000. AYES 7 NAYS 0

On a motion by James Kimiecik and seconded by Robert Kish, upon the recommendation of the Superintendent of Schools, the Board of Education agrees to increase the budget in the amount of $1,000 based on a donation from Minolta Advance Technology, Inc.

On a motion by Robert Kish and seconded by James Kimiecik, upon the recommendation of the Superintendent of Schools, the Board of Education accepts a donation in the amount of $15,000 from the SAS PTO for the purchase of indoor/outdoor recess toys and games. AYES 7 NAYS 0 Motion carried.

On a motion by Michael Stroka and James Kimiecik, the Board of Education agrees to increase the budget, Account Code A211045434, based on a donation from the SAS PTO for the purchase of recess materials in the amount of $15,000. AYES 7 NAYS 0

On a motion by Steve Esposito and seconded by Michael Stroka, upon the Superintendent of Schools, the Board of Education schedules a Board Workshop for Saturday, September 22, 2007, at 8:00 a.m. for the purpose of discussion of Board Goals and Board Committees for the 2007/08 school year. AYES 7 NAYS 0 Motion carried.

On a motion by Steve Esposito and seconded by Al Watson, upon the Superintendent of Schools, the Board of Education schedules a Board Workshop for 6:00 p.m. on Tuesday, September 4, 2007, for the purpose of touring the school facilities. AYES 7 NAYS 0

On a motion by Robert Kish and seconded by Al Watson, upon the recommendation of the Superintendent of Schools, the Board of Education accepts the Terms & Agreement for Evening High School Employees as presented. AYES 7 NAYS 0 Motion carried.

After the Board reviewed the Terms & Conditions for the non-bargaining units, there was a question on longevity. The board pulled this from the agenda to be corrected and to resubmit on August 20th for approval.

On a motion by Martha Bogart and seconded by Michael Stroka, upon the recommendation of the Superintendent of Schools, the Board of Education accepts the bid award to Culinary Depot in the amount of $23, 844.00 for the Steamer, Kettle, Kleensteam System, Removal and Installation of Equipment for Food Service.

Mrs. Green opened the second Privilege of the Floor.

John Gerace addressed the Board and thanked Mr. Reese publicly for the opportunity to complete his internship with Mr. Reese through LIU.

Mrs. Bogart reported on current SLN news with regard to IEP’s.

Mr. Stroka asked if documents were ready for audit?

The meeting was adjourned at 10:15 p.m. on a motion by Michael Stroka and seconded by Robert Kish, the Board unanimously agreed to enter into Executive Session with no intent to return for the purpose of work history of a particular employee.
